Content Requirements

The journal publishes articles corresponding to the profile of the journal and its headings. The article should be original, not previously published anywhere, not violating the copyrights of third parties.

The author's material presented in the article should have elements of scientific novelty, have an applied orientation, disclose theoretical, methodological and practical issues of solving any actual problem, contain conclusions and recommendations.

The text of the article may be accompanied by illustrative materials (tables, charts, graphs, diagrams, etc.).

The recommended volume in the range of 20-40 thousand characters (including spaces).

The text of the article should be prepared directly in your account in the process of applying for publication in the online editor, which is embedded in the system. Instructions for working with the online editor can be found here: https://www.youtube.com/watch?v=uhQz2wXEbBc

In the "Files" section, if necessary, you can put image files, reviews and other materials.

We kindly request: to issue the annotations to the articles only in English. Articles with transliteration of annotations will not be considered in the journal and will be immediately rejected.

Publication ethics

1. General duties and responsibilities of the Editor-in-chief

1.1. Editor-in-chief should be accountable for everything published in the journal.

1.2. Editor-in-chief should not allow the publication of the materials which are irrelevant to the remit of the journal.

1.3. Editor-in-chief should not allow the publication of the information, if there is sufficient reason to believe that it is plagiarism.

2. Independence and objectivity of the editors

2.1. Decisions to accept or reject a paper for publication should be based on the paper's importance, originality and clarity, and the study's validity and its relevance to the remit of the journal.

2.2. Decisions to accept or reject a paper for publication makes editor-in-chief or deputy-chief editor only after peer reviewing.

3. Peer reviewing

3.1. Peer reviews are carried out by members of the editorial board and the editorial staff, as well as by invited reviewers - the leading experts in the corresponding field. The decision to choose the reviewer is madeby the chief editor or the deputy-chief editor.

3.2. The content of manuscripts is valued regardless of race, gender, sexual orientation, religion, origin, nationality, social status or political affiliation of the authors.

3.3. The reviewer who does not have, in his opinion, enough qualification for valuation of the manuscript or who can't be objective, for example in the case of a conflict of interest with the author or organization, should inform the editor with a request to exclude him/her from the review process of this manuscript.

3.4. Review originals are kept in the editorial office of the journal for 5 years.

4. Copyright Policy

Unpublished data from the manuscripts submitted for consideration should not be used for personal purposes, or passed on to third parties without the written consent of the author. Information or ideas obtained in the course of editing and related to the potential benefits must be kept confidential and not used for the purpose of personal gain.

5. Relations with readers

Readersshould be informed about who has funded the research and whether the funders had any role in the research and its publication and, if so, what this was.

6. Dealing with possible misconduct

6.1. Editors together with the publisher shouldn't leave unanswered complaints concerning the examination of manuscripts or published materials. In the event of a conflictthey should take all necessary measures to redress.

6.2. The editors are willing to publish corrections, refutations, clearings and complaints if necessary.

7. Publisher's position

7.1. Publisher does not interfere with the work of the editorial board and the editorial staff, is not involved in the selection of manuscripts, and does not insist on the publication of any material.

7.2. Publisher ensures the development of the magazine: its paper and electronic versions, including into the databases and subscription catalogs.

Publishing procedure

1. Submitting manuscripts

You can submit an article:

  • either by registering on the Naukaru.ruwebsite and filling the application form in your Personal Account;

Note that your application must meet the Requirements for the paper.

 

2. Accepting manuscripts

On receiving an application the Editor-in-chief (or the Deputy-Chief Editor) decides whether the article matches the topics relevant to the journal and conforms to the Requirements for the paper.

Articles that do not qualifyare returned to the author with reasons for rejection.

Articles that satisfy the requirements are reviewed primarily by the members of the Editorial board.

 

3. Reviewing manuscripts

Articles of Doctors are reviewed by Doctors, articles of PhDs and of authors without scientific degrees are reviewed by Doctors and PhDs.

An article can't be reviewed by its author (co-author); however, it may be reviewed by the Academic adviser.

Reviewing is carried out on condition of anonymity.

Articles of Members and Corresponding Members of the Russian Academy of Sciences and the Russian Academy of Education, as well as of members of the Editorial board, are not reviewed.

The review is provided to the author upon his/her written request without any signature, i.e. referee's name, position, or place of employment.

The review is available upon request of the Expert Council of the Higher Attestation Commission of the Russian Federation.

The review must reveal the assessment of validity and originalityof the topic. The final part of the review must provide a clear recommendation either on publishing the article "as is", or on its improving or revising.

The article modified or revised by the author is resubmitted for review along with its initial version in as short a time as possible. If an article is held up for more than three months or requires another revision, it is treated as a new one.

After a paper has been peer-reviewed the Editor- in-chief makes the decision on publishing the article; if necessary, the decision is made by the Editorial board on its meeting on the next issue of the journal.

If the article is accepted, authors are informed via e-mail.

 

4. Signing the Agreement

After the article is accepted for publication, the author signs License agreement with the publishing house, i.e. provides the necessary data, prints the contract, signs it and posts it to the publisher.

 

5. Publication

On being published in a journal issue the articleis assigned DOI, and its metadata is supplied to the RSCI.

The author receives a conformation e-mail about publishing of his/her article.

The author can request a free PDF file of the article or buy a paper issue.

Zakonchil s otlichiem dnevnoe otdelenie yuridicheskogo fakul'teta Tomskogo gosudarstvennogo universiteta imeni V.V. Kuybysheva. Prohodil stazhirovku na kafedre mezhdunarodnogo prava Leningradskogo gosudarstvennogo universiteta.  Obuchalsya v ochnoy  aspiranture  Vsesoyuznogo yuridicheskogo zaochnogo instituta (VYuZI) v Moskve   i doktoranture Moskovskoy gosudarstvennoy yuridicheskoy akademii.

Rabotal v dolzhnosti assistenta, starshego prepodavatelya, docenta,  professora, zav. kafedroy v ryade VUZov   Rossiyskoy Federacii.  Prepodaval mnogie uchebnye discipliny,   speckursy dlya magistrov i studentov mezhdunarodno-pravovoy profilizacii.  

Specialist v oblasti istorii mezhdunarodnogo prava i ego nauki.   27 yanvarya 1984 g. v Moskovskom gosudarstvennom universitete imeni M.V. Lomonosova zaschitil dissertaciyu na soiskanie uchenoy stepeni kandidata yuridicheskih nauk. 27 sentyabrya 2000 g. v  Moskovskoy gosudarstvennoy yuridicheskoy akademii (MGYuA)  zaschitil dissertaciyu na soiskanie uchenoy stepeni doktora yuridicheskih nauk.  V 1992 g. prisvoeno uchenoe zvanie docenta, v 2007 g. –  professora.

Izdano bolee 190  nauchnyh  rabot. Opublikovano uchebnoe posobie «Istoriya mezhdunarodnogo prava i ego nauki» (M.: Izd-vo RUDN, 2006. –212 s.). Imeyutsya avtorskie glavy vo mnogih  uchebnikah.  Redaktiroval  izdanie  «Mezhdunarodnoe pravo: Uchebnik» / G.S. Starodubcev i dr.; Otv. red. G.S. Starodubcev. – M.: IC RIOR:  NIC INFRA-M, 2015. – 416 s. Chlen Dissertacionnyh sovetov v Rossiyskom universitete druzhby narodov i Moskovskom gosudarstvennom yuridicheskom universitete (Akademii) im. O.E.Kutafina.

Glavnyy redaktor zhurnala «Advances in Law Studies», chlen redakcionnyh sovetov neskol'kih zhurnalov.
